The crowd-control cop dared to tell the luxury brand rep that he couldn’t cross the street where he wanted and the two traded f-bombs for a little while before he did what he was told. To those who hate him — which is a lot of people — it was very funny.

It could be Andre Leon Talley. He is American (from North Carolina), but sounds when he’s interviewed as though he has an affected English accent. Could be him. I haven’t heard whether people like him or not.
Andre is an editor not a publicist. A fashion insider could solve this one but I don’t have a clue.
An editor obviously is intimately involved in publicizing fashion, but you are likely right, that this person is a “Publicist” … defintely need an insider to weigh in.
