I actually think this is Katy. Her hair is currently blonde, as well as being a natural blonde. She’s had guest appearances on How I Met Your Mother and did the voice-over for the Smurfs movie. Russell may not be “known” as a musician, but he recorded sixteen tracks for the Get Him To The Greek soundtrack, according to Wikipedia. She seems to be the only who remotely fits.
I still think this is Katy, and even more so since Brand filed for divorce.
