This is most definitely Seth Green! It describes him to a tee. He’s best known for his role in the Austin Powers franchise; since that he’s done voice work for Family Guy, Robot Chicken and will also be the voice in an upcoming Disney movie and an animated Star Wars series.
He’s also quite tiny.

I also feel like co-starred in the franchise implies this person was a co-lead; Seth was a supporting character at best in Austin Powers. He’s not on screen enough IMO to match this blind. Just not my gut instinct.
Ben Stiller isn’t right, either; can’t find confirmation of Taylor’s brother, plus his father, Jerry, was in both Hairspray movies. I don’t think Jerry Stiller would tolerate intolerance in his song for drag. *shrug* Plus, UGH, Stiller is unfortunately B list for sure and doesn’t do mainly voice.
