“Sick to the back teeth” is a British phrase. Like we’d say “sick and tired.” It probably doesn’t mean much.
“South East” is referring to a section of London. According to wikipedia, it’s these neighborhoods: Southwark, Lewisham, Greenwich, Bexley and Bromley.
Not sure if that helps at all.

South East could be anywhere in the South-East of England. There is more to the South-East than just London.
