I think this is solely a television actress and that they mean “B+/A- television actress” as written. If it were someone who also acted in films, I think it would say “television and film actress”. That said, I have no idea who Kate Walsh is or who this could be if not her.

If it were Kate Walsh (and maybe it is) but wouldn’t we see paparazzi photos of her with these “secret girlfriends” all the time? I never see her photographed with women. I’d think by now she’d be caught walking around with someone.

Not necessarily. You rarely can see photos of closeted celebs with their boyfriends/girlfriends before they are outed. Remember George Michael? He was dating guys and you rarely could see his pictures with them. Or Jodie Foster. Only rumors, blind item etc., not any real proof.
I think Kate Walsh can definitely be classified as B+/A-, that’s why both letters are there, it’s an inbetween. Cadillac redesigned their image and used her to help sell. Her image is well recognized enough as that status, if they picked her to help promote. She gets alot of press. I still think it’s Kate Walsh.
