Ummm he/she was right… so the answer is yes, it was a british celeb!
But wouldn’t she be described as an actress rather than a celebrity? Maybe the ‘desperate’ is a clue to ‘housewives,’ meaning one of Bravo’s umpteen Real Housewives franchises.

As for the Desperate Housewives, Eva and Marcia are married, Terri is single but not sure if she is dating anyone. Felicity also married. Nicolette, not sure if she is dating and Drea just started the show but I believe she is married if not in a long term relationship? If this is about the Real Housewives women, I give up now. Never watched any of those shows.
Just reread the blind and see it says “desperate celebrity”. I’m thinking not an actress or it would have said. Back to square 1.

Man, I’m going crazy trying to figure out which celebrity originally wore that dress… anyway, I have no idea, but Katie Price sounds like a reasonable guess.
it’s Kelly Osbourne. She would definitely be described as “desperate” since she is so co-dependent and always has to have a boyfriend and/or an addiction. Plus, if this is an English blind item, then it makes even more sense.
